Overcharged in Korea 2026: Price Rules and How to Report

Image
Image generated with ChatGPT for illustration purposes. Paying more than the board says is one of the oldest complaints visitors bring home from Korea, and in 2026 the government changed the penalty for restaurants. Since September 1, an eatery, café or bakery that has no visible price list, or that takes more money than its own list shows, is closed for five days the first time inspectors confirm it. A repeat costs ten days and a third case twenty. Before the change, a first case ended with an order to fix the problem and nothing more. The step comes from a broader package announced on February 25 at a national tourism meeting. That plan also promised seasonal price caps declared in advance by hotels and guesthouses, faster license suspensions for taxi drivers who overcharge, and removal from gift-voucher schemes for businesses that are penalised. On the pages I checked on October 31, only the restaurant rule had actually been written into law; the others were still listed as plans....

Last checked: 2026-10-21 · Sources: Icheon City festival page · Icheon City press release, Sept 30, 2026 · Animal Protection Act · Enforcement Decree · Enforcement Rule · Yespark directions and parking · What changed recently: the city's festival page now gives what the September 30 release left out: daily hours of 10:00 to 17:00, a timetable for the talk concert and the talent contest, a new dog massage class, and the venue's street address. The Act, Decree and Rule are still the versions linked here (the Act's current text took effect on July 7, 2026).

Icheon, the ceramics town about an hour southeast of Seoul, is holding its pet festival on Saturday, October 24 and Sunday, October 25, 2026, from 10:00 to 17:00 at the Icheon Ceramic Art Village, better known as Yespark. The city announced it in a press release on September 30 and has since posted a festival page with the program times.

This guide does two jobs. First, it lays out what the city has actually published about the festival. Second, because a festival crowd is a public place, it explains the dog rules that apply anywhere in Korea — leash length, ID tags, muzzles for designated breeds and the fines behind them — by checking the text of the Animal Protection Act, its Enforcement Decree and its Enforcement Rule on the National Law Information Center. "Keep your dog on a leash" is only part of it: the statute sets a leash length, a tag format and a separate muzzle rule.

The release says the opening event starts at 2 p.m. on the 24th. The festival page and the poster put the talk concert at 14:30–15:30. Read together, that is a 2 p.m. opening followed by the talk at 2:30, though the city has not printed both times in one place.

The program, with times

The festival page lists five scheduled programs. All of them sit on the main stage except the walking class.

ProgramWhenWhere
Pet talent contest (멍냥이 장기자랑)Oct 24, 13:00–13:30Main stage
Talk concert with Kim Myung-chulOct 24, 14:30–15:30Main stage

Dog Autumn Sports Day (댕댕이 가을운동회)Oct 24–25, 60 minutes per eventMain stage

The sports day has four events: recall ("come here"), "guard the water," running together and an obstacle run. The city's sign-up banner names five programs you can book in advance: the talk concert, the sports day, the walking class, the massage class and the talent contest. It does not give per-session start times for the massage and walking classes or say how many places each session has.

Running all weekend without a booking, according to the festival page:

  • Vet health chat (멍냥 건강톡톡) with a veterinarian.
  • Grooming and self-grooming (멍냥 뷰티톡톡).
  • AI behavior consult (AI 멍냥 행동톡톡), an AI-analysis-based solution for your dog.
  • Dog caricatures (멍냥아트톡톡) and a walking-bag workshop.
  • A pet flea market, free photo printing, a picnic zone with beanbags and mats, and an abandoned-dog adoption counseling booth with an anti-abandonment campaign.

Yespark is running its own events that weekend and the release ties them in: "Art Autumn Walk" (예술로 가을산책), the 62 Market, the Gama Village Saturday Market, a pet event in Sabujak Village and a ceramics market in Hoerang Village. Icheon is a designated horse-industry special zone, so there is also a horse-riding experience. The release also mentions an Icheon tourism booth and a stamp tour for visitors who want to continue into the town.

The dog rules that apply at the festival and everywhere else

The festival release describes an off-leash playground. Outside that fenced area, national law applies. These are the rules, checking the statute as it stands after the amendment that took effect on July 7, 2026.

Which dogs the rules cover

The Enforcement Decree, Article 4, defines a "registrable animal" as a dog aged 2 months or older kept in a house or kept as a companion. Article 15 of the Act requires the owner to register it with the local city, county or district office. Foreign residents are included: Article 15(5) lets the office cancel a registration when the owner's foreigner registration is cancelled, which assumes foreigners register their dogs too.

Leash: 2 meters, or a locked carrier

Article 16(2)1 of the Act requires "safety measures such as a leash" when you go out with a registrable dog. The Enforcement Rule, Article 11, sets the standard:

  • a leash or harness no longer than 2 meters, or
  • a carrier with a lock the dog cannot escape from.
  • Exception: a puppy under 3 months carried in your arms needs neither.

ID tag

Article 16(2)2 requires an ID tag with the dog's name and the owner's phone number. Enforcement Rule Article 12 adds the animal registration number for registered dogs.

Cleaning up

Article 16(2)3 requires you to pick up waste immediately. For urine, the duty is limited to shared indoor spaces such as apartment elevators and stairs, and to benches or seats where people sit or lie down.

Designated dangerous breeds and muzzles

Enforcement Rule Article 2 lists five designated breeds, including mixes: Tosa, Pit Bull Terrier (including American Pit Bull Terrier), American Staffordshire Terrier, Staffordshire Bull Terrier and Rottweiler. Under Act Article 21(1)2, a dog of these breeds aged 3 months or older must wear a leash and a muzzle, or travel in an escape-proof carrier, whenever it goes out. Article 22 bans these breeds from daycare centers, kindergartens, elementary and special schools, senior and disability welfare facilities, children's parks and playgrounds, plus any place a province adds by ordinance.

Fines, from the Enforcement Decree schedule

Article 101 of the Act caps fines for the leash, tag and waste rules at ₩500,000. The Enforcement Decree's fine schedule sets the actual amounts:

Violation1st2nd3rd+
No leash/safety measure (Art. 16(2)1)₩200,000₩300,000₩500,000
No ID tag (Art. 16(2)2)₩50,000₩100,000₩200,000
Waste not picked up (Art. 16(2)3)₩50,000₩70,000₩100,000
Dog not registered (Art. 15(1))₩200,000₩400,000₩600,000

Planning the day

The venue is in Sindun-myeon, on the Seoul side of Icheon. The city gives the festival address as 113-71 Dojayesul-ro 62beon-gil. The city has published no festival parking plan or shuttle bus. Yespark's own directions page embeds a Kakao map that marks a visitor car park at 30 Dojayesul-ro 61beon-gil and shows the nearby Gocheok 3-ri and Jeosuji Ipgu bus stops, served by local buses 24, 24-1 and 24-7. The merchants' office is on 031-631-5677. Check the route in a map app before you set out; the city has announced no extra buses for the weekend.

If you are new to Korea and still sorting out paperwork, Korea Alien Registration: 90-Day Deadline, HiKorea Booking, Fines covers the residence card you will need for dog registration. For other events that month, see Korea's October 2026 Festivals With English Info.

Next steps before the weekend

  1. Leash of 2 m or shorter, plus a carrier if your dog is small.
  2. ID tag with your phone number and the registration number.
  3. Waste bags.
  4. For the five designated breeds: a muzzle, every time.
  5. Book the sports day, walking class or massage class through the sign-up banner on the city's festival page before Oct 24, or ask at the venue.
  6. Arrive after 10:00 and plan to leave by 17:00; the talk concert is at 14:30 on Saturday only.

What this guide could not confirm

The city has not stated an admission fee, a festival parking plan, shuttle buses or a rain plan.

It also does not say whether the festival itself will check vaccination records or registration at the entrance, or whether dogs must be leashed inside every part of Yespark. If the festival sets its own entry rules, they apply on top of the national law described above.

Start times for each massage and walking-class session, and the number of places in each, were not on the festival page on October 21. The Icheon City call center (031-644-2000) is the contact listed on the city website.
