Overcharged in Korea 2026: Price Rules and How to Report

Paying more than the board says is one of the oldest complaints visitors bring home from Korea, and in 2026 the government changed the penalty for restaurants. Since September 1, an eatery, café or bakery that has no visible price list, or that takes more money than its own list shows, is closed for five days the first time inspectors confirm it. A repeat costs ten days and a third case twenty. Before the change, a first case ended with an order to fix the problem and nothing more. The step comes from a broader package announced on February 25 at a national tourism meeting. That plan also promised seasonal price caps declared in advance by hotels and guesthouses, faster license suspensions for taxi drivers who overcharge, and removal from gift-voucher schemes for businesses that are penalised. On the pages I checked on October 31, only the restaurant rule had actually been written into law; the others were still listed as plans....

Korea in November 2026: No Holidays, Suneung Day, What to Plan

If you are planning a trip to Korea for November 2026, the calendar is unusually simple. There is no public holiday at all between the Hangul Day weekend in early October and Christmas, so palaces, museums, banks, post offices and immigration offices keep their regular weekly schedules for the whole month. The state's own 2026 almanac notice, which lists every break of three days or longer, jumps straight from October 9 to 11 to December 25 to 27. For visitors this means fewer domestic crowds and no surprise closures to plan around.

One date does change how the country runs: Thursday, November 19, the day of Suneung, the national university entrance exam. On October 20 the education ministry reported its exam-day plan to the cabinet. About 551,864 students are registered this year. Public offices and companies are asked to open at 10:00 rather than 09:00, extra subway trains run in the Seoul region early in the morning, and cars are kept back from the last 200 metres in front of each test site. During the English listening section, from 13:10 to 13:35, aircraft take-offs and landings are rescheduled across Korea. Last year the land ministry set the flight pause at 13:05 to 13:40; its notice for 2026 had not appeared when I checked on October 30, and in 2025 it came only two days before the exam. If you have a flight that afternoon, look at the departure time again in mid-November.

The rest of the month is about autumn colour and three dated events. The Korea Forest Service forecast put the foliage peak at Naejangsan around November 4 and on Hallasan in Jeju around November 6, so the southern mountains are the better bet once the northern peaks have faded. In Busan, the 21st fireworks festival is on Saturday, November 7, over Gwangan Bridge, with paid seats and free viewing areas along the shore. In Seoul, the Nowon Moonlight Walk light installations along Danghyeoncheon stream run until November 8, while the Seoul Winter Festival does not open until December 11.

Weather turns quickly. Seoul's long-term November average is about 12°C at the warmest part of the day and roughly 3.5°C at night, so the first week can feel like autumn and the last week like early winter. Bring a warm coat for evenings.

The full guide on the Playground sets all of this out in tables: the holiday calendar, the exam-day measures with their sources, the foliage forecast by mountain, the events that have published 2026 dates, and a short plan for using the month. It also lists what I could not confirm, such as the 2026 flight notice, and it will be updated when that notice is published.
