Overcharged in Korea 2026: Price Rules and How to Report

Image
Image generated with ChatGPT for illustration purposes. Paying more than the board says is one of the oldest complaints visitors bring home from Korea, and in 2026 the government changed the penalty for restaurants. Since September 1, an eatery, café or bakery that has no visible price list, or that takes more money than its own list shows, is closed for five days the first time inspectors confirm it. A repeat costs ten days and a third case twenty. Before the change, a first case ended with an order to fix the problem and nothing more. The step comes from a broader package announced on February 25 at a national tourism meeting. That plan also promised seasonal price caps declared in advance by hotels and guesthouses, faster license suspensions for taxi drivers who overcharge, and removal from gift-voucher schemes for businesses that are penalised. On the pages I checked on October 31, only the restaurant rule had actually been written into law; the others were still listed as plans....

The Land ministry's 2026 flight notice and Seoul's 2026 transport plan are not out yet.

Korea's college entrance exam, the College Scholastic Ability Test (대학수학능력시험, Suneung or 수능), takes place on Thursday, November 19, 2026. Korean sources call it the "2027학년도 수능" because it decides university entry for the 2027 school year. It is not a public holiday. Shops, palaces and museums keep normal hours. What changes is the timing of the whole country: the morning rush moves an hour later, streets around test sites close to cars, and for about half an hour after lunch no plane takes off anywhere in Korea.

This page is a checklist for one day, built from government pages. I cross-checked the 2026 exam date against three official places: the Ministry of Education's basic-plan release of March 31, 2026, the schedule box on KICE's Suneung site and the KICE exam guide. Where a 2026 notice is not published yet, the 2025 version is shown and labelled as last year's.

For the rest of the month, see Korea in November 2026: no holidays, Suneung day, what to plan. That guide was written before the October 20 plan came out; this one adds it.

The exam timetable, 2026

These times come from the KICE exam guide for 2027 (실시요강). They matter to non-students because the city's quiet periods follow them.

For most candidates the day ends at 17:45. The Ministry of Education's October 20 release adds that candidates with accommodations for severe visual impairment finish at 21:48.

What the government will do on November 19, 2026

The Ministry of Education's plan, reported to the Cabinet on October 20, 2026, lists these measures. I compared each line with the same ministry's plan for the 2025 exam (published October 21, 2025); the list is the same apart from the candidate and site counts.

Two points residents ask about:

  • The 10:00 start is a request, not a law. The ministry asks public offices and companies to cooperate. Government offices follow it; a private employer decides for itself, so check with yours.
  • The 200 m rule is about cars, not people. Taxis and private cars cannot drive up to the school gate. Pedestrians can still use the street, but the expectation is quiet.

Flights: the listening-test pause

This is the measure visitors feel most. The Ministry of Land, Infrastructure and Transport publishes its own notice shortly before the exam; last year it came two days ahead. The 2026 notice is not out yet. Here is what last year's said.

Sources: Land ministry release, Nov 11, 2025 and its PDF; Korea.kr report of the 2024 notice.

I read through the 2025 PDF in Korean. It says airlines give passengers advance notice of changed times, and it asks travelers to "출발시간을 반드시 확인해" (be sure to check your departure time). The window is five minutes wider on each side than the 13:10–13:35 listening test. That is why the Education ministry's plan and the Land ministry's notice show different times; both are correct for what they describe.

What this means in practice:

  • A departure scheduled between 12:45 and 13:45 KST on November 19 is the one most likely to be moved. That range is our own margin around last year's official 13:05 – 13:40 window, not an official figure. Arrivals in that window are held in the air or retimed before departure.
  • The rule covers every airport in Korea, so Incheon, Gimpo, Gimhae and Jeju are all included.
  • If you fly a drone for travel photos, do not fly it during the window. Last year's notice applied to drones as well.

If you are landing in Korea that week, the Korea e-Arrival Card guide covers the entry paperwork.

Commute and city transport

The national plan sets the frame; cities publish their own details. Seoul's 2026 transport plan is not out yet. Last year Seoul published on November 11, 2025, two days before the exam. Its measures for the 2025 exam were:

ItemSeoul, last year (Nov 13, 2025)
City, district and public office start10:00, one hour later than usual
Subway29 extra runs, focused 06:00 – 10:00; 16 trains on standby
City and village busesShortest intervals 06:00 – 08:10 and 18:00 – 21:00
Free emergency rides for late candidates646 vehicles near stations and junctions
Cars near test sitesNo entry within 200 m except public transport; no parking
Parking enforcementWithin 2 km of test sites and subway stations
Test-site entry06:30 – 08:10

Source: Seoul city, Nov 11, 2025.

Seoul's note is worth reading closely: buses keep the same total number of daily runs, so outside the peak windows the gap between buses is a little longer than usual. In 2025, banks and the foreign-exchange market also opened at 10:00; the Korea Federation of Banks set branch hours at 10:00–17:00, as Chosun Ilbo reported on Nov 13, 2025. The 2026 bank and market notices had not appeared when this page was checked.

A one-day checklist for visitors and residents

Before Nov 19Land ministry and city notices dueRecheck flight times about a week before; last year's notice came 2 days ahead
06:00 – 08:10Candidates travelling; extra subway trainsExpect students on trains; give way at stations near schools
08:10 – 10:00Exam under way; offices not yet openQuiet streets; banks were closed until 10:00 last year
10:00 – 12:10Late office rushSubway busier than a normal 10:00
12:45 – 13:45Our margin around the flight window (official 13:05 – 13:40 last year)Avoid tight connections; no drones
13:10 – 13:35Listening testKeep noise down near any school; no horns
17:45Exam ends for most candidatesCrowds of students and families leave test sites

Sightseeing near schools. The 1,312 test sites are schools; treat their grounds as off-limits for the day. A palace or museum that sits next to a test site stays open, but the street outside is closed to cars from 200 m out. Tour buses and taxis will drop you further away than usual. If you are walking past a school between 08:10 and 17:45, keep your voice down; the national plan asks everyone near test sites for quiet, not just drivers.

In Busan that day. G-STAR opens at BEXCO on the same Thursday. The G-STAR 2026 guide has the ticket rules; the opening is 11:00, after the morning commute window.

Next steps

  • Read the Land ministry's 2026 notice when it appears (last year: November 11) and recheck any flight between 12:45 and 13:45 KST on November 19.
  • Use the subway rather than a taxi if your morning route passes a school; cars stop 200 m short of every test site.
  • Save bank and government-office errands for after 10:00.
  • Read Seoul's 2026 transport plan when it is published for this year's extra subway runs.

What we could not confirm

  • The 2026 flight-control window and the number of retimed flights. The Land ministry had not published its 2026 notice on October 23. In 2025 it came on November 11, two days before the exam.
  • Seoul's and Busan's 2026 city transport plans, including the number of extra subway runs Seoul adds this year.
  • 2026 bank, stock-market and FX-market hours. In 2025 they opened at 10:00; no 2026 notice yet.
  • A public list of test sites. None of the national pages we opened lists individual schools.
  • The share of private companies that follow the 10:00 request. It is voluntary, and no official count exists.
